1. This notice supersedes notice dated 16 May 2008.

2. Mariners are hereby notified of the following reopening for the following navigation locks located on the Okeechobee Waterway.

NAVIGATION RESTRICTIONS LIFTED OKEECHOBEE WATERWAY, FLORIDA

1. This notice is a revision to notice dated 29 August 2008 which supersedes notices dated 30 May 2007 and 30 January 2008.

2. Mariners are hereby notified all previous posted restrictions have been lifted regarding:

a) the lack of sufficient draft of Lake Okeechobee Route 1

b) the limited scheduled lockages at St. Lucie and W.P. Franklin

3. Normal operations are now in place from 6:00am to 9:30pm daily allowing lockages on demand for commercial and recreational vessels.

4. Route 2 (the Rim Canal) remains closed to navigation due to the uncharted debris from previous hurricanes.

5. Due to the current hurricane season, mariners are advised normal navigation through OWW could change on short notice due to direct and indirect effects from storm systems.

6. The following table gives lake elevation and corresponding navigation depth at a glance for Route 1.

HISTORY OF DIVING MUSEUM TO HOST SAFE BOATING COURSES

Starting October 5 and continuing on the first Sunday of every month a comprehensive safe boating course under the instruction of a USCG Master Captain will be presented FREE to Monroe County Students at the History of Diving Museum, MM 83 Bayside, Islamorada. (Donations are appreciated from all others.)

Classes are scheduled from 10:30AM-12.30PM and prospective students should register by phone at 305-664-9737.

Captain Bruce Chambers will be guest speaker for the October 5th course.

Florida law requires that persons 21 years of age or younger operating a vessel powered by a motor of 10 hp or more complete a NASBLA approved boater education course. Persons completing the course will receive a Florida Fish and Wildlife Conservation Commission approved ID card.


LADIES, LET'S GO FISHING

CORRECTION ON BELLEAIRE CAUSEWAY BRIDGE NOTE ON CHART 20

Sharp eyes at
Pinellas County's Department of Communications have noticed an error on Chart 20, page 140, in the current FCD!

The replacement of
Belleair Causeway Bridge is scheduled for Fall of 2009 (not 2008) if on schedule.

MELBOURNE FUEL DOCK CLOSED

The gas dock at
Intracoastal Marina of Melbourne has been closed. It's included in the list on page 57 in the current FCD.


ELC ANNOUNCES NEW DIRECTION

The Environmental Learning Center at Wabasso Island (Vero Beach) has announced that several new or revamped programs have been designed including some evening lecture series for adults as well as green workshops, water excursions, family outings and more. Despite Tropical Storm FAY's visit, the ongoing saga of Lake Okeechobee and the Okeechobee Waterway continues...

In mid-July the Florida Water Management District said that recent rains had improved the depths but it is still very, very much lower than it should be.

We're repeating ALL of last month's update notices here:

Because of the newest notice below under
JUNE '08 OKEECHOBEE NEWS — dated 5/16 — about the temporary lock closures, we put in a call to the Clewiston USA Corps of Engineers Southern Operations Office on Tuesday, 5/27, about the low water restrictions. (We'd hoped maybe we'd missed something that said water depth is improving, but, no such luck!)

Joe Warn (one of the COE Locks & Dams fellows who usually helps on our annual
FCD update) called back to let us know that unfortunately, it's even worse than the numbers appearing on the table below.

He asked that we remind our readers: "DON'T FORGET TO CALL THE CLEWISTON OFFICE FOR LATEST INFORMATION BEFORE ATTEMPTING A CROSSING!!!" That number to call: 863-983-8101.

OKEECHOBEE RESTRICTIONS

This
January 30th Notice is still in effect. Below it we include a shortened version of the lock operations restrictions which we've been running for several months — also still in effect. That's followed by the new 5/16 Temporary Closures Notice. (Previous months' updates carry more complete, earlier, information.)

NOTICE TO NAVIGATION INTERESTS 30 JANUARY
OKEECHOBEE WATERWAY, FLORIDA


1. Due to drought condition channel depths are restricted in Lake Okeechobee, mariners are strongly advised that the following should be considered when transiting the lake.

Route 1:

Based on the 2001 Channel Conditions Survey; mariners are advised that if they transit Route 1, they are doing so at their own risk and should observe the following.

a. Available depth can be temporarily reduced by winds.
b. Exercise precautions according to prevailing weather.
c. Adhere strictly to channel markers for Route 1 and avoid uncharted waters.
d. Be aware depths could drop at any time.

Route 2: (The Rim Canal)
is closed to navigation due to the shallow channel depth.

The following table gives lake elevation and corresponding navigation depth at a glance for Route 1.

2. Localized Information on Route 1

a. Landowners are experiencing pump cavitations localized to an area two (2) miles west and one (1) mile east of the bridge which crosses the C-44 Canal at Highway 710 just south of Indiantown. It is requested that mariners reduce wakes in this reach of the canal.

b. Additional information concerning Lake Okeechobee and adjoining waterways may be obtained by accessing the Army Corps of Engineers, Jacksonville District web site at
http://www.saj.usace.army.mil and link to the navigation and/or Water Management selections from the menu.

c. Based on recent reports, restricted depths occur along Lake Okeechobee Route 1 at the Route 2 split just west of Port Mayaca Lock and the Clewiston Channel from Channel Marker 1 west to Channel Marker 10.

TEMPORARY LOCK CLOSURES - 16 May, 2008
OKEECHOBEE WATERWAY, FLORIDA


1. Mariners are herby notified of the following temporary closures to navigation locks located on the Okeechobee Waterway. The closures are necessary in order to install Manatee Protection Systems. In order to expedite this operation, we will be using a compressed schedule to open the waterway by Labor Day weekend.

Port Mayaca Lock CLOSES 7 July 2008 & OPENS 29 August 2008
St. Lucie Lock CLOSES 14 July 2008 & OPENS 29 August 2008


2. The navigation lock at Port Mayaca will be closed to traffic at 0600, 7 July 2008 and reopen to traffic at 0600 on 29 August 2008. The navigation lock at St. Lucie will be closed to traffic at 0600, 14 July 2008 and reopen to traffic at 0600 on 29 August 2008.

3. Navigation interests are urged to take the closures into consideration when planning their operations. Every effort will be made to reopen the locks to navigation at the earliest possible date prior to each schedule opening.

SNOOK SEASON ANNOUNCED in FWC News Release dated August 29

The recreational harvest season for snook opens in all Florida waters on Sept. 1.

Anglers may keep one snook between 28 and 33 inches total length daily in Gulf of Mexico, Everglades National Park and Monroe County coastal and inland waters until the season closes in these areas on Dec. 1.

In coastal waters of the Atlantic Ocean and in inland waters, including Lake Okeechobee and the Kissimmee River, anglers may take one snook between 28 and 32 inches total length daily until the season closes in these areas on Dec. 15.

Licensed saltwater anglers must purchase a $2 permit to harvest snook. Snatch-hooking and spearing snook are prohibited, and it is illegal to buy or sell snook. Snook regulations also apply in federal waters.


KINGFISH SHOOTOUT Scheduled

C-Quarters Marina in Carrabelle has scheduled the annual Kingfish Shootout for September 27th and 28th.

This tournament is a big one and its
proceeds all go to the Leukemia Foundation. Over the last five years they've donated $490,000! That's great for the foundation ... and no doubt a good time for the participants. Prizes are in cash and you can check it all out at www.cquartersmarina.com or phone the marina at 850-697-8400.


FALL BOAT SHOW TIME APPROACHES

There are quite a few in September to our north and elsewhere, but in Florida, it's the

TEMPORARY LOCK CLOSURES - 16 May, 2008
OKEECHOBEE WATERWAY, FLORIDA


1. Mariners are herby notified of the following temporary closures to navigation locks located on the Okeechobee Waterway. The closures are necessary in order to install Manatee Protection Systems. In order to expedite this operation, we will be using a compressed schedule to open the waterway by Labor Day weekend.

Port Mayaca Lock CLOSES 7 July 2008 & OPENS 29 August 2008
St. Lucie Lock CLOSES 14 July 2008 & OPENS 29 August 2008


2. The navigation lock at Port Mayaca will be closed to traffic at 0600, 7 July 2008 and reopen to traffic at 0600 on 29 August 2008. The navigation lock at St. Lucie will be closed to traffic at 0600, 14 July 2008 and reopen to traffic at 0600 on 29 August 2008.

3. Navigation interests are urged to take the closures into consideration when planning their operations. Every effort will be made to reopen the locks to navigation at the earliest possible date prior to each schedule opening.

PINELLAS COUNTY MARINA NEWS

Fred Howard Park Beach and Causeway is scheduled to close September 2 for Bridge and Roadway reconstruction, expected to last through the Fall of 2009, most probably late October.

The Tarpon Springs park's mainland area — with ball fields, butterfly garden, picnic areas, kayak and canoe trails and more — will remain open but the causeway and the adjoining beach will not be open. Boaters, of course, can still anchor off the area but are advised that fences will be built to accommodate the construction so restrooms, picnic areas and such will not be available to them.

IGFA FISHING HALL OF FAME & MUSEUM

We're recently received a flyer from the IGFA (International Gamefish Association) about their making the
facility available for evening rentals. According to Joanie Tomlin, their marketing person, they've been doing that for some time but just never got the word out to everyone! A maximum of 300 can be accommodated for a banquet or over 1,000 for cocktails.

The Events Hall is a modern A/V-equipped meeting space available for daytime or evenings and smaller conference rooms are also available. The IGFA is a registered 501(c)3 not-for-profit organization and all space rental fees directly support their many programs.

AWARD WINNING LIFE JACKET LOANER PROGRAM FROM BOATU.S. FOUNDATION SEEKS NEW LOANER LOCATIONS

This is something you may want to tell the folks you deal with in the boating industry as they may not be aware of it!

ALEXANDRIA, VA, July 9, 2008 — The easiest way to ensure children's safety on the water is to make sure each wears a properly-fitting life jacket. But children’s growth spurts or last minute changes to the roster of invited guests don’t always make wearing a life jacket easy. Your marina, bait shop, fuel dock or boat club may be able to help next season as the BoatU.S. Foundation for Boating Safety and Clean Water is looking for new locations to become lending sites for its free Life Jacket Loaner Program.

Since the program was launched in 1997, at least three children’s lives have been saved as a result of wearing a BoatU.S. Foundation life jacket. Over 90,000 life jackets are loaned out each year through the program, with demand up 22% in the last two years. The program was recently honored by the Partnership for a Safer Maryland as one of six leading injury prevention programs in the state.

There is no cost to become a loaner site and presently over 350 clubs and businesses participate as Life Jacket Loaner Program sites. The loaner life jacket kit consists of 12 life jackets in a protective container, signage and easy-to-use sign-out sheets to track usage. Various sizes of jackets are included.

Lure youngsters to the excitement of fishing at a

Poles and bait will be provided or anglers can bring their own. There will be prizes and educational tips from the experts.

Florida Fish and Wildlife Conservation Commission (FWC) says Gulf red snapper sport season, which reopened in federal waters on June 1 will close on August 5. Gulf federal waters extend beyond nine nautical miles from shore off Florida.

The red snapper sport harvest season opened on April 15 in Gulf state waters and will close on November 1. Florida Gulf waters extend from shore out to nine nautical miles.

(We'd hoped maybe we'd missed something that said water depth is improving, but, no such luck!)

Joe Warn (one of the COE Locks & Dams fellows who usually helps on our annual
FCD update) called back to let us know that unfortunately, it's even worse than the numbers appearing on the table below.

NOTICE TO NAVIGATION INTERESTS 30 JANUARY
OKEECHOBEE WATERWAY, FLORIDA


1. Due to drought condition channel depths are restricted in Lake Okeechobee, mariners are strongly advised that the following should be considered when transiting the lake.

Route 1:

Based on the 2001 Channel Conditions Survey; mariners are advised that if they transit Route 1, they are doing so at their own risk and should observe the following.

a. Available depth can be temporarily reduced by winds.
b. Exercise precautions according to prevailing weather.
c. Adhere strictly to channel markers for Route 1 and avoid uncharted waters.
d. Be aware depths could drop at any time.

Route 2: (The Rim Canal)
is closed to navigation due to the shallow channel depth.

CLAY SHAW JOINS FORCES WITH FORT LAUDERDALE MARITIME MUSEUM

Former Congressman E. Clay Shaw has agreed to serve as an honorary member of the Fort Lauderdale Maritime Museum's board of directors. According to Jimmie Harrison's May Press Release, Shaw "... has a legendary record of service to our community at large and to our marine industries in particular."

The release also mentioned that the museum's fund raising campaign is now underway and plans are to open it to the public later this year, in time for the Fort Lauderdale Boat Show in October.

The museum's home is located on the New River, one block east of the Broward Performing Arts Center and a block south of the Museum of Discovery and Science. A 100-foot floating dock in front of the museum will be completed this summer ... and ... available to boaters visiting the museum and other nearby attractions.

DAYTONA BEACH MARINA & BOATWORKS UNDER NEW MANAGEMENT

Aventura-based
Aqua Marine Partners has announced they have taken over management of the popular Daytona Marina & Boatworks. The marina will be called Aquamarina Daytona and its amenities - fuel dock, stores, full service boatyard and more - will be continued. The Chart House restaurant remains on site. Customers there will also enjoy reciprocal privileges with other AMP facilities and — since we've not received more information about their planned activities and memberships — we'll attempt to get it and have it follow here in an upcoming web update. What little we know sounds great!

The marina is listed on Chart 3, page 54, in the current

HISTORY OF DIVING MUSEUM ADDS SPANISH; PLANS TO ADD FRENCH AND GERMAN

The
Florida Keys History of Diving Museum has announced that their Exhibit Guide is now available in Spanish. In their efforts to offer a truly international history of diving, they've just completed a Spanish translation of the Exhibit Guide, something museum guests are welcome to keep to help them remember their visits.

The staff is currently working on guides in French and German, and welcomes the help of bilingual diving fans proficient in those and other languages. Contact Javier Soto at 305-664-9737.

Open daily from 10 AM - 5 PM, the Exhibit has a diving-related movie scheduled for most Sunday afternoons. When divers are in the Keys they'll want to check out the schedule! The museum is located at MM 83 / Bayside, 82990 Overseas Highway, Islamorada.


IT'S BAHAMAS BOATING FLING TIME!

The
Bahamas Tourist Office, the Ministry of Tourism and the Marine Industries Association of South Florida have announced the schedule for the 27th Annual Bahamas Summer Boating Flings.

The Flings are a series of piloted group cruises — with a lead boat and captain — to various spots in the islands during June and July. This year's flings will depart from Bahia Mar Marina in Fort Lauderdale and participants may, if they wish, continue island cruising on their own at the end of each cruise which wind up on Sundays with each group's return to Florida.

Bimini Boating Fling #2 - July 9 - 13 and
Abacos (Extended) Grand Bahama, Treasure Cay Boating Fling - July 16 - 27.

The red snapper sport harvest season opened on April 15 in Gulf state waters and will close on November 1. Florida Gulf waters extend from shore out to nine nautical miles.

we put in a call to the Clewiston USA Corps of Engineers Southern Operations Office on Tuesday, 5/27, about the low water restrictions. (We'd hoped maybe we'd missed something that said water depth is improving, but, no such luck!)

Joe Warn (one of the COE Locks & Dams fellows who usually helps on our annual
FCD update) called back to let us know that unfortunately, it's even worse than the numbers appearing on the table below.

OKEECHOBEE RESTRICTIONS

This January 30th Notice is still in effect. Below it we include a shortened version of the lock operations restrictions which we've been running for several months — also still in effect. That's followed by the new 5/16 Temporary Closures Notice. (Previous months' updates carry more complete, earlier, information.)

NOTICE TO NAVIGATION INTERESTS 30 JANUARY
OKEECHOBEE WATERWAY, FLORIDA


1. Due to drought condition channel depths are restricted in Lake Okeechobee, mariners are strongly advised that the following should be considered when transiting the lake.

Route 1:

Based on the 2001 Channel Conditions Survey; mariners are advised that if they transit Route 1, they are doing so at their own risk and should observe the following.

a. Available depth can be temporarily reduced by winds.
b. Exercise precautions according to prevailing weather.
c. Adhere strictly to channel markers for Route 1 and avoid uncharted waters.
d. Be aware depths could drop at any time.

Route 2: (The Rim Canal)
is closed to navigation due to the shallow channel depth.

2. Localized Information on Route 1

a. Landowners are experiencing pump cavitations localized to an area two (2) miles west and one (1) mile east of the bridge which crosses the C-44 Canal at Highway 710 just south of Indiantown. It is requested that mariners reduce wakes in this reach of the canal.

b. Additional information concerning Lake Okeechobee and adjoining waterways may be obtained by accessing the Army Corps of Engineers, Jacksonville District web site at
http://www.saj.usace.army.mil and link to the navigation and/or Water Management selections from the menu.

c. Based on recent reports, restricted depths occur along Lake Okeechobee Route 1 at the Route 2 split just west of Port Mayaca Lock and the Clewiston Channel from Channel Marker 1 west to Channel Marker 10.

TEMPORARY LOCK CLOSURES - 16 May, 2008
OKEECHOBEE WATERWAY, FLORIDA


1. Mariners are herby notified of the following temporary closures to navigation locks located on the Okeechobee Waterway. The closures are necessary in order to install Manatee Protection Systems. In order to expedite this operation, we will be using a compressed schedule to open the waterway by Labor Day weekend.

Port Mayaca Lock CLOSES 7 July 2008 & OPENS 29 August 2008
St. Lucie Lock CLOSES 14 July 2008 & OPENS 29 August 2008


2. The navigation lock at Port Mayaca will be closed to traffic at 0600, 7 July 2008 and reopen to traffic at 0600 on 29 August 2008. The navigation lock at St. Lucie will be closed to traffic at 0600, 14 July 2008 and reopen to traffic at 0600 on 29 August 2008.

3. Navigation interests are urged to take the closures into consideration when planning their operations. Every effort will be made to reopen the locks to navigation at the earliest possible date prior to each schedule opening.

NEW RIVER BRIDGE CLOSURES AND WATERWAY RESTRICTIONS SCHEDULED FOR JUNE

Florida's Department of Transportation, the US Coast Guard and the Astron General Contracting Company have approved repairs for the Davie Blvd. Bridge on the New River in Ft. Lauderdale to take place from June 1 - June 30. The project is planned as follows:

Basically, the 21' closed clearance bridge will be in the down position between 7AM and 1PM, Mondays through Fridays during June. During those times only vessels requiring less than 21' vertical clearance and 25' of horizontal clearance will pass through the bridge. Also, the bridge will be closed to all marine traffic during the afternoon closures period from 4:30-6PM. (Weekend projects should not interfere with river traffic; vehicular traffic will be detoured.)

The contractor will be responsible for safe passage of all marine vessels through the construction zone. Tow boats giving advance notice, weather problems and emergencies will be appropriately handled. The contact for questions is Darlene at 772-467-1124.


IT'S BAHAMAS BOATING FLING TIME!

The
Bahamas Tourist Office, the Ministry of Tourism and the Marine Industries Association of South Florida have announced the schedule for the 27th Annual Bahamas Summer Boating Flings.

The Flings are a series of piloted group cruises — with a lead boat and captain — to various spots in the islands beginning in June and July. This year's flings will depart from Bahia Mar Marina in Fort Lauderdale and participants may, if they wish, continue island cruising on their own at the end of each cruise, winding up on Sundays with each group's return to Florida.

Grand Bahama Boating Fling - June 25 - 29,
Bimini Boating Fling #2 - July 9 - 13 and

FWC JOINS TAKE ME FISHING Campaign

The
Florida Fish and Wildlife Conservation Commission (FWC) encourages families to enjoy fishing in Florida this Summer and is working with the Recreational Boating & Fishing Foundation (RBFF) and 29 other states to get the word out.

FWC's special projects coordinator, Bob Wattendorf, has said " ... FWC is proud of Florida's recreational fishing heritage and designation as Fishing Capital of the World." Our state's 7700 public lakes, 12,000 miles of fishable rivers and canals and 2276 miles of tidal shoreline present opportunities for families to reconnect with nature and share quality time together on the water.

FWC (the Florida Fish and Wildlife Conservation Commission) reminds anglers that New Gulf Reef Fish Gear Requirements go into effect June 1.

People fishing from vessels in the Gulf of Mexico off Florida for any reef fish species must carry and use circle hooks, dehooking devices and venting tools. These new rules are intended to help more Gulf reef fish survive if they must be released when they are not legal to harvest. Reef fish, especially red snapper and gag grouper, need protection and anglers can help maintain and rebuild stocks by properly handling and releasing fish.
