OKEECHOBEE LOCKS
CLOSING FOR MAINTENANCE AND IMPROVEMENTS
We're a bit late with some of this news but have been in touch
with the USACOE to check on changes:
Moore Haven Lock has closed
(as of June 8) and remains closed 'til September 3.
W. P. Franklin Lock will
close on July 6 and remain closed 'til August 26.
The waterway is open on both ends, as usual, but there can be no complete crossings 'til
after that September 3 re-opening! As always, remember to call the Clewiston office:
863-983-8101 before planning any crossings to check on
conditions.
The Rim Route remains
closed and reopening is not expected any time soon.

TWO NEW DESIGNATED
"CLEAN MARINAS" ANNOUNCED
Crow's Nest Marina in Venice has been recognized as a
member of the Florida Clean Marina Program. Owner Steve Harner
said that achieving the designation has long been a goal of the
marina and staff ... "We are proud to meet the high
standards of the Florida Clean Marina program ... and our role in
protecting and improving the marine environment around the Venice
Inlet and Roberts & Dona Bays," Harner added. The marina
and its well-known restaurant has been a Venice
waterfront landmark since 1976. Phone is 941-484-7661.
Matheson Hammock Marina's name has also been added to the list
of designated Florida Clean Marinas. This facility is part of the
Miami-Dade County Parks
& Recreation Department.
Jack Long, Director of the DEP's Southeast District said the
department is "... pleased to welcome Matheson Hammock to
the Clean Marina family. The staff at Matheson Hammock truly
recognizes the value in protecting our natural resources."

Florida's designated Clean Marinas now number almost 200
statewide.

AQUAMARINA HIDDEN
HARBOR HAS GRAND OPENING
Aqua Marine Partners had a Grand Opening celebration for their
new Pompano Beach location early in June.
The full-service facility has 384 dry-stack slips designed to
hold boats up to 43 feet in overall length inside its Category 4
Hurricane-rated facility. There's a shipyard on site with 75-foot
Travel Lift as well as gas and diesel pumps, ice, bait, pumpout
and ship's store. Future plans include development of a
restaurant and office space on the site.
The Marina is listed on Chart
9 in the current FCD.

Legendary Yacht Club
in Destin has announced
that their new private club has been completed at the south end
of the Mid-Bay Bridge (FCD Chart 23). The new clubhouse has a
restaurant and bar and the ship's store remains open there.

NATIONAL MARINA DAY
PLANS UNDERWAY
National Marina Day is set for August 8. Harborage Yacht Club & Marina in
Stuart will be the site of
this year's NM Day opening event. Look back to May's update for
more on that.
Punta Gorda's Fishermen's
Village is looking ahead to
the day and has already scheduled free dockage for local boat
clubs on Friday and Saturday nights. Other special activities are

SSCA 34th ANNUAL
GAM SCHEDULED
The Seven Seas Cruising
Association has scheduled
their annual meeting in Melbourne for November 13 and 14. Web

FWC ANNOUNCEMENTS
The Florida Fish and
Wildlife Conservation Commission (FWC) with newly revamped Web site, MyFWC.com reminds boaters and divers to be dive-flag
aware.
Watch for the
divers-down-flag, red with a white diagonal stripe. The flag may be displayed from a boat or
a float towed by divers. Watch for it and avoid the area ... Stay
at least 100 feet away from a divers-down flag within a river,
inlet or channel and make a reasonable effort to stay 300 feet
away from a divers-down flag in open waters.

ELC SUMMER CAMPS
The Vero Beach-based Environmental
Learning Center (ELC) will
offer three nature-oriented summer camps for students from eighth
grade through seniors in high school: two four-day sessions of Wild
Waters and one camping trip called Florida Fun in the
Keys.
The Wild Waters first session ran from June 16-19 and the second
runs from August 4-7. These are day camps at the ELC from
8:30AM-4PM except for a sleep-over on a spoil island in the
Indian River Lagoon between day 3 and 4, ending at noon on day 4.
This camp is for students entering eighth and ninth grades. There
will be kayaking, snorkeling, surfing and other outdoor and water
activities. Cost is $250 per student, less for ELC members.
Florida Fun in the Keys for tenth, eleventh and twelfth grade
students returns this year starting at the ELC at 8:30 AM on July
12 and ending there at 6PM on July 15. Transportation to the home
base at Long Key State Park will be provided; tents and other
camping equipment will be included. (Orientation was June 24 at
6PM.) Activities include swimming, kayaking, snorkeling and
visits to the Dolphin Research Center and Marine Turtle hospital
and a visit to Sea Camp. Cost per student is $435, less for
members... and includes gear, food, camping fees and special
excursion charges.

PUNTA GORDA MURALS and HISTORY TOURS
Fishermen's Village is pleased to announce a new program in collaboration with
Trolley Tours by Jo to
offer PUNTA GORDA MURALS
and HISTORY TOURS. Three
distinct tours have been custom designed to entertain and
introduce residents and visitors to Punta Gorda's local lore and
legend. Tours will be aboard the fun (and newly air-conditioned)
Olde Time Trolley and will begin and end at Fishermen's Village.
The inaugural tour is July
2 from 3 to 5 PM. The theme
of this first tour is Marshalls
& Madams ... the People of Old Punta Gorda. Winding through the streets , the
trolley will stop at murals and historic locations. An
entertaining and enlightening narration will be provided by Jo
Lapinski, local historian, who will share her research, insights
and anecdotes. She has operated private historic mural trolley
tours here for the last four years and is pleased to be working
with Fishermen's Village to offer her talents to all people
interested in the history and personality of the beloved,
historic town.
Two additional tours will
be starting soon: Calusas, Conquistadors &
Crackers ... Footsteps through Time and Beauty & Bounty ... Nature's Gifts to Charlotte

clinics on casting, conservation, fishing safety, knot tying and

TALLAHASSEE NEWS
The 3-month time limit on keeping a boat in Florida prior to
sales tax becoming due has been extended to 6-months by a new law signed by Governor Crist in May.
Also signed into law at the end of May is House Bill #1423 a new law allowing boats in
navigation to anchor without fear of local law enforcement
requiring them to move.
Lack of time and legal expertise make it necessary for us to
await press releases and explanations from appropriate sources
before attempting to fully explain it and its terms such as
"in navigation," "liveaboards," and
"mooring fields." Because of our deadline for the June
update, we must cut this short but can suggest you visit the State of Florida's Online
Sunshine at www.leg.state.fl.us. and type in #1423 to search for the
new law for your own study!

We've received a notice that Palm Beach Yacht Services (Repairs and Upgrading are their specialties ...) has

ELEVENTH CLEAN MARINA DESIGNATION WAS ANNOUNCED IN MAY;
NOW IT'S JUNE, AND HERE'S NEWS ON THEIR #12!!!
Seven Kings Holdings has
announced that their LOGGERHEAD CLUB & MARINA's Lake
Okeechobee location has
been designated a Clean Marina by the State of Florida's Dept. of
Environmental Protection. That
means that all of their twelve locations now carry the
certification! Designated
Clean Marinas must comply with stringent environmental
regulations and meet all Clean Marina criteria with safeguards
that help keep solvents, sewage and fuel out of the water while
protecting marine life.
The new location at Pahokee has 104 wet slips and reciprocal
dockage at all of the Loggerhead Club and Marina facilities.
There are ramps, a fishing pier, pool, camping resort facilities
( camp on the waterfront or rent a cabin if you want to
stay ashore ) guided fishing trips, ship's store with
snacks, fishing gear and bait and more. Fuel is by ValvTect from

ETHANOL ...
The Marine Industries
Association of South Florida
continues to closely monitor the impact of ethanol on
recreational boats, working with and supporting the efforts of a
broad-based coalition including the National Marine Manufacturers Association and BoatU.S. The
Environmental Protection Agency has granted a 60-day extension
for the comment period on a petition submitted by Growth Energy,
a pro-ethanol lobby that is seeking a waiver to allow ethanol
gasoline blends of up to 15% (E15). The original public comment period was scheduled to end
on May 21, but has now been extended to July 20. The time extension allows boaters,
marine industry employees and other concerned parties more time
to submit comments to EPA if they have not already done so.

MIASF encourages members and local boaters to voice their
concerns about the impacts of ethanol to recreational boating and
the industry.

MORE THIS MONTH for
our new "GOOD NEWS FOR TOUGH TIMES SECTION"
Southwest Florida Yachts,
celebrating its silver anniversary, provides charters for sailboat and powerboat cruising
the nearshore Gulf of Mexico and inland waters between the
Florida barrier islands of Sanibel/Captiva and Punta Gorda on
Charlotte Harbor. The power boat fleet is based at Marinatown
Marina in N. Fort Myers and the sail fleet is based at Burnt
Store Marina in Punta Gorda.
Barb Hansen, owner/manager, said part of the celebration includes
offering one extra day of
cruising, free, with a two-day charter, plus, charters of three days or longer continue to receive two
free days of cruising until December 15. After that, and until May 1, 2010,
cruisers will receive one free day for charters of three days or
longer.
They also run the Florida

PLANS UNDERWAY
The Association of Marina
Industries says it's not
too early to start planning for National Marina Day, set this year for August 8. Harborage
Yacht Club & Marina in Stuart will be the site of this year's NM Day opening event.
Look back to May's update for more on that.
Fishermen's Village is looking ahead to the day and has
already scheduled free dockage for local boat clubs on Friday and
Saturday nights. Other special activities are being planned. More

DEP NEWS
The Florida Department of
Environmental Protection (DEP) has announced a new
interactive web site for
citizens to learn about their hometown waterbodies and the
ongoing restoration activities associated with them. It features
videos with narration by some of the most experienced water
quality authorities in Florida. Citizens are able to view
interactive maps, locate their homes within their watersheds and
see the proximity and relationship to nearby bodies of water.
There's information on physical basins, human impacts,
restoration projects and links to local environmental groups and
current projects sponsored by DEP, Water Management Districts and
local governments. It's a useful teaching tool for children.

FWC ANNOUNCEMENTS
The Florida Fish and Wildlife Conservation Commission (FWC)
with newly revamped Web site, MyFWC.com
announced late in May that they, and other law enforcement
agencies, planned to escort the decommissioned military ship Gen. Hoyt S. Vandenberg on its final voyage, Tuesday,
May 26, weather permitting. All went according to schedule and
the following day the ship slipped beneath the surface and
settled on the ocean floor about 6 miles south of Key West. It is now an artificial reef in the
Florida Keys National Marine Sanctuary.
The Vandenberg
Artificial Reef will probably be open to the public before you
read this. Officials from
the Florida Keys National Marine Sanctuary will have completed
the installation of mooring buoys and determined that the wreck
is accessible for diving, snorkeling and sport fishing. The
minimum time frame was set for 24 hours after sinking but it

Vandenberg served as a troop transport ship and defended
the United States against missile attacks. It also took part in
tracking blast-offs of Mercury, Gemini, Apollo and early space
shuttle launches.

ELC ANNOUNCES
SUMMER CAMPS
The Vero Beach-based Environmental Learning Center (ELC) will
offer three nature-oriented summer camps for students from eighth
grade through seniors in high school: two four-day sessions of Wild Waters
and one camping trip called Florida Fun in the Keys.
The Wild Waters first session will run from June 16-19
and the second from August 4-7. Both are day camps at the ELC
from 8:30AM-4PM except for a sleep-over on a spoil island in the
Indian River Lagoon between day 3 and 4, ending at noon on day 4.
This camp is for students entering eighth and ninth grades. There
will be kayaking, snorkeling, surfing and other outdoor and water
activities. Cost is $250 per student, less for ELC members.
Florida Fun in the Keys for tenth, eleventh and twelfth grade
students returns this year starting at the ELC at 8:30 AM on July
12 and ending there at 6PM on July 15. Transportation to the home
base at Long Key State Park will be provided; tents and other
camping equipment will be included. Orientation is June 24 at
6PM. Activities include swimming, kayaking, snorkeling and visits
to the Dolphin Research Center and Marine Turtle hospital and a
visit to Sea Camp. Cost per student is $435, less for members...
and includes gear, food, camping fees and special excursion
charges.

BRUCE BINGHAM WINS
28TH ANNUAL MICHELOB CUP
It is not our practice to include lists of tournament and race
winners in our monthly web site updates, BUT, we must make an
exception here as one of
our very own editors, Bruce Bingham, took the Michelob Cup on
March 28 off St. Petersburg!
Bingham with crew members Sean Ness, Brian Brownsell and
Bill Morse raced his 38-year old Cape Cory 28, Nikki.
Their perfect start was barely challenged around the course. With
the highest PHRF rating, Nikki was the consummate long
shot but won the Cruising 1 Class (no other boats in her class
were able to finish) and took top honors by winning the coveted
Michelob Regatta Cup on corrected time. The nearest boat to Nikki
was eight minutes astern.
It was a warm, blustery morning for the four starts for seven
boat classes. Winds increased to 35 knots during the afternoon
with even higher gusts. Several boats suffered damage and
blown-out sails and by day's end, 19 boats had dropped out of the
race.
Bruce sails out of the Boca Ciega Yacht Club. He often gives
presentations on sailing techniques, running-rigging systems,
boat improvement and other hands-on-topics at BCYC and JSI, where
he works in the ship's store.
Also an artist, Bingham's black & white nautical drawings
appear on many pages in each edition of the FCD and his original painting graced the
cover on the 2001/02 edition.
BRIDGE SCHEDULES
UNDERGOING TESTING through May 8 (Repeating from March ...)
The US Coast Guard has advised that testing will be ongoing through May 8 on the Pinellas
Bayway Structure C and Corey Causeway Bridges. Both will be scheduled to open only on
the hour and half-hour, seven days a week from 7 AM to 7 PM
during that period. You may want to note that on Chart 20 in your new FCD ... page 127.

Towing Company for Recreational Boaters Expands with new
locations.
TowBoatU.S. Cape Coral has added two new operating locations.
One is located at Fort Myers City Yacht Basin and the other at
Fort Myers Beach in Siesta Isles.
The two new ports will decrease response times for boaters
seeking non-emergency help on the Caloosahatchee River east of
Fort Myers and near Bonita Springs. Battery jump starts, fuel
drop offs, ungrounding services and tows back to a launch ramp
are common requests.
BoatU.S. offers Unlimited on-the-water towing plans in Florida
for just $135 a year, which includes BoatU.S. membership. Without
a towing plan, boaters face costs that nationally average about
$600 per incident.

FWC ANNOUNCEMENTS
The Florida Fish and

Gulf federal waters (beyond

They are proposing the same season change in state waters. Final

Our current edition's St. Augustine cover photo received the
attention of The St. Augustine Record in its Lifestyles
section on Sunday, March 8. The newspaper reviewed the book and
included a picture of the new cover with aerial photo by Don Douglas showing the San Sebastian River out
beyond the Inlet. The review mentioned that the FCD is written for local weekenders (as
well as "long-distance boaters") and mentioned that
First Coast Boat Ramps in Nassau, Duval, St. Johns and Flagler

The US Coast Guard has advised that testing will be ongoing through May 8 on the Pinellas
Bayway Structure C and Corey Causeway Bridges. Both will be scheduled to open only on the hour and half-hour, seven days a week from 7 AM to 7 PM during that period. You may want to

DESIGNATION
Lauderdale Marina, Inc., the forty-one year old ICW marina just
north of the 17th Street Causeway Bridge has recently received
the Clean Marina designation by the Florida DEP and the Clean
Boating Partnership. The
marina is the city of Fort Lauderdale's oldest and also the
oldest single-owner marine business in South Florida. Founded by Robert O. Cox in 1948, it is

FWC ANNOUNCEMENTS
The Florida Fish and Wildlife Conservation Commission has
approved a rule changing the recreational harvest season for red
snapper in Gulf of Mexico state waters. This action means that Florida's Gulf
red snapper season will match the currently established season
for Gulf federal waters.
The sport harvest season
for red snapper in Gulf state waters will be open from June 1
through September 30.
Previously the season in Gulf state waters occurred from April 15
through October 31.
March 1 is reopening of the
recreational harvest season for spotted seatrout in North Florida after having been closed for one month
to help maintain spotted seatrout abundance. The sport harvest season for Atlantic

Outdoor Adventure Camp at
the Florida Fish & Wildlife Conservation Commission's (FWC)
Ocala Conservation Center in the Ocala National Forest has begun.
The camp is for boys and
girls, ages 9-16, and is
based on wildlife conservation, outdoor skills and firearm
safety. The primary goal of the camp is to help children become
good, conservation-minded sportsmen and wildlife stewards. They
learn these skills through fun and education programs and
activities such as fishing, canoeing, swimming, hiking, archery
and many other hands-on activities.
This year the camp offers
six one-week sessions
beginning June 14.
Tuition is $295 per camper per week and includes lodging , food,
program materials and instruction for each session. There are four groups based on
individual focus: wildlife
and conservation, state-mandated hunter safety course, hunting
skills and advanced outdoor skills.

NAVIGATION RESTRICTIONS LIFTED / OKEECHOBEE WATERWAY, FLORIDA
1. This notice is a revision to notice dated 29 August 2008 which supersedes notices dated 30 May 2007 and 30 January 2008.
2. Mariners are hereby notified all previous posted restrictions have been lifted regarding:
a) the lack of sufficient draft of Lake Okeechobee Route 1
b) the limited scheduled lockages at St. Lucie and W.P. Franklin
3. Normal operations are now in place from 6:00am to 9:30pm daily allowing lockages on demand for commercial and recreational vessels.
4. Route 2 (the Rim Canal) remains closed to navigation due to the uncharted debris from previous hurricanes.
5. Due to the current hurricane season, mariners are advised normal navigation through OWW could change on short notice due to direct and indirect effects from storm systems.

BOAT US /EPIRB ANNOUNCEMENT
BOAT US announces that the 121 MHz Emergency Position Indicating Radio Beacon (EPIRB) coverage ends February 1. With better technology available in the newer 406 MHz EPIRBs, the US Coast Guard will cease monitoring the old frequency on that date.
The Boat US Foundation highly recommends that boaters who make frequent offshore passages - generally considered to be about 20 miles out from shore and too far for VHF radio or cell phone coverage - purchase and install a new 406 MHz EPIRB. Current retail pricing starts around $500 and the foundation also rents those for only $40 a week for those with a temporary need who only go offshore occasionally.

1. This notice is a revision to notice dated 29 August 2008 which
supersedes notices dated 30 May 2007 and 30

2. Mariners are hereby notified all previous posted restrictions
have been lifted regarding:
a) the lack of sufficient draft of Lake Okeechobee Route 1
b) the limited scheduled lockages at St. Lucie and W.P. Franklin
3. Normal operations are now in place from 6:00am to 9:30pm daily
allowing lockages on demand for commercial and recreational
vessels.
4. Route 2 (the Rim Canal) remains closed to navigation due to
the uncharted debris from previous hurricanes.
5. Due to the current hurricane season, mariners are advised
normal navigation through OWW could change on short notice due to
direct and indirect effects from storm systems.
6. The following table gives lake elevation and corresponding

FWC Commissioners pass boating
restrictions for Martin County ICW and Okeechobee Waterway
The Florida Fish and Wildlife Conservation Commission (FWC) has
approved boating restrictions for Martin County and the
Okeechobee Waterway. These new rules are the result of the Martin
County Vessel Traffic Study and input received from residents and
stakeholders over the past two years. The rules, which take
effect in 2009, regulate speed and operation of vessel traffic in
small, confined areas. For the complete listing of the rules and

There are also proposed changes on Blue Crab Closed Seasons;
Lobster Trap Rules; Gag and Red Grouper Rules; Gulf Amberjack and

The Environmental Learning Center at Wabasso Island (Vero Beach)
has announced that several new or revamped programs have been
designed including some evening lecture series for adults as well
as green workshops, water excursions, family outings and more.

success that it will be repeated on January 6 and March 3 - and

FWC / CRAB SEASON
ANNOUNCED & SNOOK SEASON CLOSE
The Florida Fish and
Wildlife Conservation Commission (FWC) has announced that the commercial and
recreational harvest season for stone crab claws in Florida has
opened and will remain open until May 16.
Stone crab claws must be at least 2 3/4" in length
to be harvested legally and claws may not be taken from
egg-bearing female stone crabs. Recreational harvesters are
allowed to use up to five (5) stone crab traps and there is a
daily bag limit of 1 gallon of claws per person or 2 gallons per
vessel, whichever is less.

Two Snook Harvest Seasons
close in December. The
first starts December 1 in Florida's Gulf of Mexico, Everglades
National Park and Monroe County coastal and inland waters. This
lasts until March 1.
All other Florida waters will close to the harvest of snook
beginning on December 15. This includes all Atlantic coastal and
inland waters including Lake Okeechobee and the Kissimmee River.
This lasts until February 1.

NAVIGATION RESTRICTIONS LIFTED OKEECHOBEE WATERWAY,
FLORIDA
1. This notice is a revision to notice dated 29 August 2008 which
supersedes notices dated 30 May 2007 and 30 January 2008.
2. Mariners are hereby notified all previous posted restrictions
have been lifted regarding:
a) the lack of sufficient draft of Lake Okeechobee Route 1
b) the limited scheduled lockages at St. Lucie and W.P. Franklin
3. Normal operations are now in place from 6:00am to 9:30pm daily
allowing lockages on demand for commercial and recreational
vessels.
4. Route 2 (the Rim Canal) remains closed to navigation due to
the uncharted debris from previous hurricanes.
5. Due to the current hurricane season, mariners are advised
normal navigation through OWW could change on short notice due to
direct and indirect effects from storm systems.
6. The following table gives lake elevation and corresponding
navigation depth at a glance for Route 1.

FWC / CRAB SEASON
ANNOUNCED
The Florida Fish and
Wildlife Conservation Commission (FWC) has announced that the commercial and
recreational harvest season for stone crab claws in Florida has
opened and will remain open until May 16.
Stone crab claws must be at least 2 3/4" in length to be
harvested legally and claws may not be taken from egg-bearing
female stone crabs. Recreational harvesters are allowed to use up
to five (5) stone crab traps and there is a daily bag limit of 1
gallon of claws per person or 2 gallons per vessel, whichever is
less.

Despite

and the Okeechobee Waterway continues...
In mid-July the Florida Water Management District said that
recent rains had improved the depths but it is still very, very
much lower than it should be.

Because of the newest notice below under JUNE '08 OKEECHOBEE NEWS dated 5/16 about the
temporary lock closures, we put in a call to the Clewiston USA
Corps of Engineers Southern Operations Office on Tuesday, 5/27,
about the low water restrictions. (We'd hoped maybe we'd missed
something that said water depth is improving, but, no such luck!)
Joe Warn (one of the COE Locks & Dams fellows who usually
helps on our annual FCD update) called back to let us know that
unfortunately, it's even
worse than the numbers appearing on the table below.

This January 30th Notice is still in effect. Below it we include
a shortened version of the lock
operations restrictions
which we've been running for several months also still in
effect. That's followed by the new 5/16 Temporary Closures Notice. (Previous months' updates carry

NOTICE TO NAVIGATION INTERESTS 30 JANUARY
OKEECHOBEE WATERWAY, FLORIDA
1. Due to drought condition channel depths are restricted in Lake
Okeechobee, mariners are strongly advised that the following
should be considered when transiting the lake.
Route 1:
Based on the 2001 Channel Conditions Survey; mariners are advised
that if they transit Route 1, they are doing so at their own risk
and should observe the following.
a. Available depth can be temporarily reduced by winds.
b. Exercise precautions according to prevailing weather.
c. Adhere strictly to channel markers for Route 1 and avoid
uncharted waters.
d. Be aware depths could drop at any time.
Route 2: (The Rim Canal) is
closed to navigation due to the shallow channel depth.

navigation depth at a glance for Route 1.

canal.
b. Additional information concerning Lake Okeechobee and
adjoining waterways may be obtained by accessing the Army Corps
of Engineers, Jacksonville District web site at http://www.saj.usace.army.mil and link to the navigation and/or Water
Management selections from the menu.
c. Based on recent reports, restricted depths occur along Lake
Okeechobee Route 1 at the Route 2 split just west of Port Mayaca
Lock and the Clewiston Channel from Channel Marker 1 west to
Channel Marker 10.

LOCK CLOSURES - 16 May, 2008
OKEECHOBEE WATERWAY, FLORIDA
1. Mariners are herby notified of the following temporary
closures to navigation locks located on the Okeechobee Waterway.
The closures are necessary in order to install Manatee Protection
Systems. In order to expedite this operation, we will be using a
compressed schedule to open the waterway by Labor Day weekend.
Port Mayaca Lock CLOSES 7
July 2008 & OPENS 29 August 2008
St. Lucie Lock CLOSES 14 July 2008 & OPENS 29 August 2008
2. The navigation lock at Port Mayaca will be closed to traffic
at 0600, 7 July 2008 and reopen to traffic at 0600 on 29 August
2008. The navigation lock at St. Lucie will be closed to traffic
at 0600, 14 July 2008 and reopen to traffic at 0600 on 29 August
2008.
3. Navigation interests are urged to take the closures into
consideration when planning their operations. Every effort will
be made to reopen the locks to navigation at the earliest
possible date prior to each schedule opening.

SNOOK SEASON
ANNOUNCED in FWC News Release dated August 29
The recreational harvest season for snook opens in all Florida
waters on Sept. 1.
Anglers may keep one snook between 28 and 33 inches total length
daily in Gulf of Mexico, Everglades National Park and Monroe
County coastal and inland waters until the season closes in these
areas on Dec. 1.
In coastal waters of the Atlantic Ocean and in inland waters,
including Lake Okeechobee and the Kissimmee River, anglers may
take one snook between 28 and 32 inches total length daily until
the season closes in these areas on Dec. 15.
Licensed saltwater anglers must purchase a $2 permit to harvest
snook. Snatch-hooking and spearing snook are prohibited, and it
is illegal to buy or sell snook. Snook regulations also apply in
federal waters.

Fred Howard Park Beach and
Causeway is scheduled to close September 2 for Bridge and Roadway reconstruction,
expected to last through the Fall of 2009, most probably late
October.
The Tarpon Springs park's
mainland area with
ball fields, butterfly garden, picnic areas, kayak and canoe
trails and more will
remain open but the causeway and the adjoining beach will not be
open. Boaters, of course,
can still anchor off the area but are advised that fences will be
built to accommodate the construction so restrooms, picnic areas
and such will not be available to them.

OF FAME & MUSEUM

We're recently received a flyer from the IGFA (International
Gamefish Association) about their making the facility available for evening rentals. According to Joanie Tomlin, their
marketing person, they've been doing that for some time but just
never got the word out to everyone! A maximum of 300 can be
accommodated for a banquet or over 1,000 for cocktails.
The Events Hall is a modern A/V-equipped meeting space available
for daytime or evenings and smaller conference rooms are also
available. The IGFA is a registered 501(c)3 not-for-profit
organization and all space rental fees directly support their
many programs.

JACKET LOANER PROGRAM FROM BOATU.S. FOUNDATION SEEKS NEW LOANER
LOCATIONS

Would You Like to Help Kids Stay Safe on the Water? This is something you may
want to tell the folks you deal with in the boating industry as
they may not be aware of it!
ALEXANDRIA, VA, July 9, 2008 The easiest way to ensure
children's safety on the water is to make sure each wears a
properly-fitting life jacket. But childrens growth spurts
or last minute changes to the roster of invited guests dont
always make wearing a life jacket easy. Your marina, bait shop,
fuel dock or boat club may be able to help next season as the
BoatU.S. Foundation for Boating Safety and Clean Water is looking
for new locations to become lending sites for its free Life
Jacket Loaner Program.
Since the program was
launched in 1997, at least three childrens lives have been
saved as a result of wearing a BoatU.S. Foundation life jacket. Over 90,000 life jackets are loaned out
each year through the program, with demand up 22% in the last two
years. The program was
recently honored by the Partnership for a Safer Maryland as one
of six leading injury prevention programs in the state.
There is no cost to become a loaner site and presently over 350
clubs and businesses participate as Life Jacket Loaner Program
sites. The loaner life jacket kit consists of 12 life jackets in
a protective container, signage and easy-to-use sign-out sheets
to track usage. Various sizes of jackets are included.

FWC has announced that lobster season begins on August 6 and
extends through March 31. More information on recreational spiny

FAMILY FISHING FUN DAY
Lure youngsters to the excitement of fishing at a free Family Fishing Fun Day scheduled for Saturday, August 2 from 8 to 11 AM at Walsingham Park in Largo. Children
of 14 years of age and younger will be schooled in the ways of
fishing. Poles and bait will be provided or anglers can bring
their own. There will be prizes and educational tips from the
experts.
Besides Pinellas County,
sponsors include Kiwanis Club of Seminole Breakfast, the Fish and
Wildlife Conservation Commission (FWC) and Sweetbay Supermarket

September 27th and 28th this year.
This tournament is a big one and its proceeds all go to the Leukemia Foundation. Over the last five years they've
donated $490,000! That's great for the foundation ... and no

C-Quarters, incidentally, is the home base of Millard Collins,
who we've nicknamed the "godfather" of our dockmasters
who've taken part in the Dockmaster Speaks feature we've been

quite a few folks stopped by to have him autograph their FCDs!) As we mentioned in this year's
edition, dockmasters who are interested in getting into the next

FWC
The Florida Fish and
Wildlife Conservation Commission (FWC) says Gulf red snapper sport season, which reopened in federal waters on
June 1 will close on August 5. Gulf federal waters extend beyond
nine nautical miles from shore off Florida.
The red snapper sport harvest season opened on April 15 in Gulf
state waters and will close on November 1. Florida Gulf waters
extend from shore out to nine nautical miles.
