No-Peel Potato Salad

3 pounds of small, red-skin potatoes
1 tablespoon white wine vinegar
cup olive oil
1/4 cup lemon juice

1 teaspoon each sugar, salt, white pepper, crumbled dry basil, dried parsley flakes
Large sweet onion such as Vidalia, diced
Scrub and dice potatoes and boil in salted water just until tender.  Drain well and drizzle with vinegar. In a bowl whisk oil, juice and herbs. Lightly toss warm potatoes with dressing and onion. 

Serve now or chill. Serves 6 to 8.
