Grease a baking pan or slow cooker container and spread rice in an even layer in the bottom. Stir in onions. Sprinkle chicken lightly with salt and pepper. Cut apple in 8 wedges and top each piece of chicken with a slice. Sprinkle lightly with cinnamon sugar. Wrap bacon around the chicken and apple and fasten with a toothpick.
Place chicken pieces on the bed of rice. Drizzle with barbecue sauce, then the water. Cover and bake 2 hours at 325 degrees or in the slow cooker for 5 to 6 hours on Low or 2 ½ to 3 hours on High.
Remove chicken pieces to serving plates, stir rice and serve. Serves 8.
